Karula Parish second local meeting had the following agenda:
Youngsters had a chat with the three local people of influence: Rain Ruusa, the parish mayor, Mart Vanags and Marek Mekk. Also, it was a pleasure to acknowledge that the meeting was attended by Karula Parish youngsters whose daily dwellings are not any more in native parish.
The following decisions were made:
- Establishing of the Youth Council (do we do it? How do we do it?)
- Youth Council functions / activities
- How should the Youth Council operate/proceed?

The following decisions were made:
- Youth council should be engaged in the development of youth activities, in strong co-operation with the youth worker.
- Youth council should be involved in the organization of youth events.
- There should be not more than seven members in the Youth Council due to the lack of young people in the community.
- There should be defense lessons in the school, possibly in co-operation with the Defense League. This would develop and further increase the awareness of young people on given subject.
- It is necessary to collect data, how many young people are interested in the youth council.
- Young people should attend the local parish council meetings.
- A representative should be elected, who would visit the school and inform the pupils about the Youth Council. Young people, who do not attend the school in Lüllemäe, should be informed, too.
- The link between the young people and the members of the parish council should be strengthened.
